ISO 27701 certification: Privacy and personal data protection

As concerns about privacy and personal data protection grow worldwide, organisations need to demonstrate a clear commitment to compliance and information security. ISO 27701 certification, an extension of ISO 27001 and ISO 27002, is specifically designed to help organisations manage personal information (PII, Personally Identifiable Information) securely and in compliance with privacy standards. This standard provides a framework for implementing a Privacy Information Management System (PIMS), as well as guidelines for protecting personal data in line with regulations such as the General Data Protection Regulation (GDPR). This article explains the importance of ISO 27701, its main components and how it can benefit organisations in managing and protecting personal data.

What is ISO 27701?

Definition and context

ISO 27701 is an international standard that provides guidance for establishing, implementing, maintaining and continually improving a Privacy Information Management System (PIMS). In its original 2019 version, this standard emerged as an extension of ISO 27001, which focuses on information security. It also extends ISO 27002, which offers guidelines on implementing information security controls. ISO 27701 therefore adds specific requirements and guidance for privacy management and personal data protection. In this way, it helps organisations meet their legal obligations and protect data subjects’ information.

Relationship with ISO 27001 and ISO 27002

It is important to stress that ISO 27701 does not replace ISO 27001 or ISO 27002; instead, it builds on these standards, adding specific requirements for information privacy. ISO 27001 establishes the framework for information security management. ISO 27002, on the other hand, provides guidance for implementing security controls. Finally, ISO 27701 complements these standards by adding a specific focus on managing personal information. As a result, it guides organisations in creating processes and controls that protect data privacy.

Why ISO 27701 certification matters for personal data protection

Compliance with privacy regulations

One of the main reasons for adopting ISO 27701 is its ability to help organisations comply with data privacy regulations. One example is the GDPR in the European Union. The GDPR imposes strict requirements on how organisations must process and protect individuals’ personal data. In addition, non-compliance can result in heavy fines and reputational damage. ISO 27701 therefore provides a framework that helps organisations align their privacy processes and controls with the requirements of the GDPR and other global data protection regulations.

Protecting personal information

ISO 27701 establishes a set of specific guidelines and controls to protect personal information against unauthorised access, loss or other types of compromise. Likewise, the standard helps organisations identify the risks of processing personal data and implement measures to mitigate them. Effective protection of personal information is therefore essential to avoid data breaches that could lead to serious legal and financial consequences.

Transparency and trust

ISO 27701 certification demonstrates an organisation’s commitment to privacy and personal data protection, promoting transparency in its operations. This certification can increase the trust of clients, partners and stakeholders, because it assures them that the organisation manages their personal data responsibly and in line with international best practice. As a result, the trust built through this transparency can improve business relationships and strengthen the organisation’s reputation in the market.

Main components of ISO 27701

Privacy information management system (PIMS)

ISO 27701 defines the requirements for implementing a Privacy Information Management System (PIMS) within the organisation. This system builds on the structure of the ISO 27001 ISMS and adds specific controls for managing personal information. The PIMS covers all aspects of information privacy, including the collection, processing, storage and disposal of personal data, as well as the management of consent and data subject rights.

Roles and responsibilities

ISO 27701 clearly defines the roles and responsibilities within the organisation for managing information privacy. These roles include the data protection officer (DPO), who monitors compliance with privacy regulations. The DPO also checks whether personal data processing activities meet the requirements of the standard. In addition, the standard specifies the responsibilities of all employees in protecting data privacy and security.

Privacy risk assessment

An essential part of ISO 27701 is privacy risk assessment. This assessment identifies and analyses the risks associated with processing personal data, in order to define the controls needed to mitigate them. Risk assessment should therefore be an ongoing activity, with regular reviews to ensure that controls remain effective and that the organisation identifies and addresses new risks.

Access control and consent management

The standard also provides detailed guidance on access control and consent management. Access control ensures that only authorised users can access personal data, reducing the risk of unauthorised access. Consent management ensures that the organisation processes personal data on an appropriate legal basis and, where that basis is consent, that it is freely given, specific, informed and demonstrable, in compliance with privacy regulations.

Benefits of ISO 27701 certification

Improved security and privacy

Implementing ISO 27701 significantly improves the security and privacy of personal data within the organisation. By following the standard’s guidelines and controls, organisations can protect personal data against internal and external threats. In this way, they minimise the risk of data breaches and other security incidents.

Simplified compliance with multiple regulations

For organisations operating in several jurisdictions, ISO 27701 offers a harmonised approach to complying with multiple privacy regulations. Indeed, the standard provides a single, adaptable framework for meeting different regulatory requirements, making compliance easier to manage in global markets.

Competitive advantage

ISO 27701 certification can offer a significant competitive advantage, especially in sectors where personal data protection is a priority, such as healthcare, finance and technology. Certification demonstrates the organisation’s commitment to privacy best practice. For this reason, it can be a decisive factor for clients and partners when choosing a supplier or business partner.

Continuous improvement of privacy management

As part of the certification process, ISO 27701 promotes the continuous improvement of privacy management practices. The standard requires organisations to regularly review and update their privacy processes and controls. Consequently, they remain aligned with best practice and current regulations.

The new version: ISO/IEC 27701:2025

In 2025, ISO published a new edition of ISO/IEC 27701. The main change is that the standard has become a standalone management system: it no longer requires the organisation to have ISO 27001 in place to obtain privacy certification. In addition, it has been aligned with the common structure of management system standards and with the ISO/IEC 27002:2022 control catalogue. However, many organisations continue to implement both standards together, because information security and privacy reinforce each other. When reviewing a certificate, it is therefore advisable to confirm the version of the standard and the scope covered.

Controller and processor

ISO 27701 distinguishes between controls applicable to the controller, who determines the purposes and means of processing, and to the processor, who processes data on behalf of others. In general, a cloud document management platform acts as a processor for its clients. It must therefore process data only on the client’s instructions, help respond to data subject rights requests, notify data breaches without delay and ensure that data is deleted or returned at the end of the contract, as provided for in Article 28 of the GDPR.

Practical example: A contractor approval platform

Consider a platform that stores documents for contractors’ workers, such as fitness for work certificates and training certificates. With ISO 27701, the provider documents what data it processes, for what purpose and for how long, sets automatic deletion periods and records the sub-processors it uses. Next, it prepares procedures for responding to data subject access requests through the client. Consequently, the client has concrete evidence to include in its record of processing activities and its impact assessment.

Frequently asked questions

Does ISO 27701 certification prove GDPR compliance?

No. The standard helps demonstrate good practice, but it does not replace GDPR compliance, nor is it a certification under Article 42 of the Regulation.

Conclusion on ISO 27701 certification

In short, ISO 27701 is an essential standard for organisations that handle personal data and need to ensure compliance with strict privacy regulations such as the GDPR. By implementing a Privacy Information Management System (PIMS) based on ISO 27701, organisations can effectively protect personal information, ensure legal compliance and increase the trust of clients and partners. ISO 27701 certification improves data security and privacy. Furthermore, it provides a competitive advantage in the market and demonstrates the organisation’s commitment to protecting personal data in the digital age.
